Subcontract Manager

Job Description
This role isresponsible for managing the staff of procurement professionals to ensure that Endicott subcontract procurement needs are effectively and efficiently met or exceeded. This is achieved through providingdirection on the daily operation and leading the performance of a Subcontracts Administration team establishing and managing subcontracts. They assist procurement leadership to develop, implement, and direct policies, practices, and procedures which are in accordance with federal, commercial, state/local, and/or international Procurement regulations. The Subcontracts Manager must be an excellent negotiator, capable of negotiating price, scope, Terms & Conditions and Prime Contract flow downs.
This role will actively participate in pre and post proposal efforts for major contracts with numerous government agencies and other Prime Contractors. They will manage the allocation of resources to ensure best possible supplier discounts and submission of cost, on time, for pricing proposals. This role is responsible to actively participate in supplier negotiations and establishment of agreements including, major and general subcontracts, software licensing/maintenance/evaluation, consulting services, proprietary information and teaming. They will negotiate legal terms and conditions, pricing and other considerations for major procurements. The primary responsibilities include:
+ Leveraging the value of the supply base through an innovative and collaborative approach with suppliers that minimizes costs and maximizes value to our customers
+ Working closely with the project teams to encourage and influence innovation from the supply base
+ Championing the Procurement function, acting as a sponsor/coach to others within the function and enhancing the reputation of Procurement with other functions
+ Lead and influence the identification of risks and opportunities for complex proposals and Procurement matters and is fully responsible for their management
+ Lead and influence the implementation of new business methods, processes and Procurement concepts to optimize the company and customer position
Typical Education & Experience
Typically a Bachelor's Degree and 8 years work experience or equivalent experience
Required Skills and Education
+ Experience of subcontract management in a complex and fast paced environment
+ Excellent verbal and written communication
+ Excellent time management/organizational skills
+ Exhibit sound interpersonal skills involving interfacing, coordinating and negotiating with company personnel, customers and suppliers
+ Demonstrated ability to take ownership of multiple areas of responsibility
+ Excellent stakeholder management, communication and influencing skills
+ Ability to translate complex procurement guidance into simple, straightforward and practical advice
+ Commercially astute with excellent negotiation and persuasive skills
+ Understanding of basic cost accounting principals-?xml:namespace prefix = "o" /->and ability to perform Cost and Price Analysis
+ Experience leading a team of professionals
+ Ability to work at all levels in the organization
Preferred Skills and Education
+ Demonstrated track record of delivering supplier cost saving, execution efficiencies and cash management strategies
+ Project management skills
+ CIPS Qualified or working towards qualification
+ Working knowledge of Federal Acquisition Regulations
+ Experience with Oracle MRP Systems

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
